See the ARM (Administrator Reference Manual) for your version, section 6,
the "logging statement definition and usage".

There are some defaults, with configuring proper channels and categories you 
can define
which log meesages go where. I e.g. have:

        channel nextra_syslog {
                syslog daemon;
//              syslog local0;
                severity info;
                print-category yes;
                print-severity yes;
        };
        category default {
                nextra_syslog;
                default_debug;
        };
