Listing the zone file twice won't work because the zone is dynamic in one view.
Therefore, the only way to achieve this would be to make the "static" view a slave of the view that accepts updates. However, if you don't already have views set up, this is not a reason - you can just specify with the allow-update statement who is allowed to send it dynamic updates.
