I resolved this by switching to a view configuration, i.e.:-
view "external-chaos" chaos {
match-clients { any; };
zone "bind."{
type master;
file "master/bind.zone";
};
zone "server."{
type master;
file "master/server.zone";
};
};
view "external-in" in {
match-clients { any; };
[zones]
};
