MANAGED_KEYS should be defined in bin/named/bind.keys.h.
Re-extract it from the tarball and touch it.
touch bin/named/bind.keys.h
This should stop make from attempting to rebuild it which requires
perl to have all the correct modules available. We've taken steps
to ensure that bind.keys.h is newer than bind.keys in future.
