nameserver ns-e.noaa.gov is not responding

The dig +trace might "hang" if that authoritative DNS server is selected
for the query. 

"ns-mw.noaa.gov" and "ns-nw.noaa.gov" operate fine. "ns-e" could mean
"east coast".
