The netmgr unit tests are not meant to run fully in the CI as some of it are 
time sensitive.

You might want to set the CI=true environment variable to reduce the set of the 
netmgr unit tests to just the more reliable subset.

in the case that it does the trick, should that be dealt with in general in the 
.spec itself, perhaps detecting build env?  or preferably in the specific 
buildsys' env, set, e.g., by rpm macros ... ?

and, will that CI=true export likely still be the case for the upcoming 
per-transport separate tests,
