On Windows and Mac, we install binary versions of CRAN packages from CRAN, rather than building them from source; this is what users would do. For unknown reasons, the CRAN packages for R-devel (hence Bioc-devel, where your package is not building) are built against R-3.4.2, and are not compatible with R-devel. The CRAN packages fail to install, hence Bioconductor packages that depend on CRAN packages, directly or indirectly, fail to install. There are a large number of these

and the only resolution is for CRAN to distribute correct binaries. CRAN has been notified of the problem.
