Normally the red dot prevents propagation due to conditions that would not 
allow the package to function properly such as dependencies not being 
available, or a requested version of a package is not yet available.

In BioC 3.14, with riesling1, some packages that are shown as OK in
Install, Build, Check, and Build bin, show, however a red dot, and have no

This has been the case for at least a few days (weeks?). I can see no
obvious pattern, nor what could maintainers do to fix this.
