Could be a domestic Black Call Duck. This breed was derived from the Mallard but is considerably smaller. It comes in a variety of colours including glossy black. They usually have some them entered at the Royal Winter Fair.

Subject: [Ontbirds] mystery duck at Lakeview Park Marina (Windsor)

Hello, all,

I hope someone will be kind enough to help me identify a little glossy black duck I've seen twice in two days at the
marina.

My complete description with very bad cell-phone photograph are posted on my blog at
http://kikipotamus.wordpress.com/2012/01/06/mystery-duck-at-lakeview-park-marina/

Summary:
20% smaller than the mallards around it
all glossy black except for possible white on secondaries that is hidden most of the time
black bill
black eyes
black webbed feet
quacks or cackles almost like a mallard but slightly more diminuitively

Thank you to anyone who has the time and inclination to help.

Lakeview Park Marina is at the foot of Riverdale Ave where it ends at 9200 Riverside
Drive East in Windsor, just 10 km
east of the Detroit-Windsor tunnel. Follow Riverside Drive until you see the 66-foot
tall white and red lighthouse on
the corner. The marina is on the left.

From the 401, take Manning Road/County Road 19, exit number 21. Turn right (north)
on Manning Road/County Road 19 to
Riverside Drive, approximately 9.5 km. Turn left (west) on Riverside Drive and go
approximately 5 km. until you see
the old Pelee Passage lighthouse. Turn right into the marina.
