Hi all, Apparently while watching this bird at Rondeau, I didn't clue in to a couple important features for KIEI, which inherently I should have.
It appears it is just a young male Surf Scoter although the most rattiest, mottled looking bird I have ever seen. Sorry for any inconveniences and I'll learn from it and move on.
