GNU lib module 'gettext' obsolete, use 'getttext-h' instead?

Hi Akim,

 

the GNU lib module 'gettext' is said to be obsolete

and 'gettext-h' should be preferred instead.  Not sure which impact this has
when it comes to inconsistent gettext versions.

 

I am just wondering if this would be an appropriate change for bison.
