tests: run the main test suite on "make check"
Automake appears to not recognize "check-local" when it is not a
isolated target. Fixes 77a8b84fc8bbe39dc231a1f657fd56a50fac5855.
* tests/local.mk (check-local): Make it visible to Automake.
