Backintime-gnome suggests not to backup backup-files (*~) by default.
In my config I backup everything.
All files whose names end with a tilde (~) that have been backed up
are not hardlinked to the previous version, even though most of them
have not changed. However the corresponding non-backup files (whose
names do not contain the final ~) are for the most part hardlinked
"together".
Backup files that do not change should be hardlinked whatever their names.
