We switched over to Basilix because it has a nicer interface than squirrelmail, but so far my experience has been that it is unacceptably slow when you're not running it on the same box as the webserver, and even then, it's pretty abismal performance-wise
The best webmail package i've seen is emumail, an older version comes by default on the qubes and raqs, but the newer versionis pretty slick. SF State is using it right now for their webmail, and it was running blazingly fast over a 56k connection. (no idea what kind of hardware is behind that tho) The major downside to emumail, is that it isn't free, but i'd recommend it over any of the other free ones if someone else is picking up the tab.
