Rates like that are usually based on the ability to buy a lot of minutes from a single provider. There's real no trick to it but to buy a minimum amount of minutes from a provider each month who will be able to give you a less than .01/min rate. I'd say you might be looking at around a million minutes a month for a rate like that, however it depends who you talk to.
