I'm not sure if you're reselling or what your objectives are but I've
never had a bad experience with Unlimitel.

At last check, I think their prices were 2 cents for North America,
except a handful of weird NPAs.  As for quality, they terminate
directly to PSTN so you're not dealing with 10, 20 and 30 second call
setup delays while the provider tries different VOIP routes for your
call.

Tech support has been good, very personal.  I'm sure they have some
type of wholesale program if you ask.
