Hello!

I have a customer in the Greater Toronto Area with a need for some VoIP 
services, and I'm looking for a good and reliable provider.

Here's how everything will be set up:

Office 1: Toronto
 - head office (all incoming calls will go through here)
 - 30 telephones

Office 2: Whitby
 - 8 telephones

Office 3: Mississauga
 - 5 telephones

Office 4: (not open yet)
 - 1 telephone

Office 5: (not open yet)
 - 1 telephone

Company Wide:
 - probably 40+ cellular telephones (exact number not yet known)
 - have not yet acquired any telephones or networking hardware
 - extremely high uptime is mandatory (emergency services provider)
 - need to be able to transfer calls between offices and to any of their 
cellular telephones
 - no automated answering system (a human must pick up)
 - voicemail
 - wants "local calling" to anywhere in United States or Canada (no long 
distance)

I barely know anything about VoIP, so any suggestions would be much 
appreciated.  I'm sure there's more information about this setup that I need to 
give, so please feel free to ask.
