Transfer - Pending Owner Approval?

Hello,

I started the process for Transfer. On order in
Process page it is shown as "Pending Owner Approval"

Does it mean NSI aproval or the admin contact aproval.
because we didnot receive any email to approve!

How does the transfer process work? please help.
