Brenda McElmore says she went to a JC Penny's hair salon in Downey two months ago to get her hair dyed and was refused service. The workers at the salon say that they simply were not trained to work on "black" hair. Problem with that is licensed cosmetologist are supposed to be trained to work on all textures of hair.
