Carol,
This may be a regional thing around Waco because:
1.  West Texas has moved from wool varieties to hair varieties mostly Dorper
and Royal White because of meat.
2   I have sold livestock guardian pups to south TX.  This rancher runs an
grass fed lamb market and brings his processed lamb as far as Austin
Farmer's Markets @ $7.25/pound.
He runs 700+ head of American Blackbelly ewes with Dorper Rams.
3.  The boer goat market is strong all over TX and the US.
4.  The Central Texas markets, Fredericksburg, Lometa, Goldthwaite,
Lampasas, Hamilton, are all good sheep markets for hair sheep including
Blackbellies.  In Fredericksburg, I have seen good ewes with lambs go for
$100 a head (not a pair).
So from what I am seeing here I would have to say that the prices in Waco
are local or just because there isn't enough Blackbellies in the area to
draw out the interest.
In that case I would consume my animals or sell private treaty.
We have another incentive for good prices here at least private treaty and
that is there are a lot of herding dog events around Austin and San Antonio.
Those folks like the flightiness of the Blackbelly to train on or trial on.
