Just how do you force people to be responsible then accountable for their actions without placing an albatross on their backs? It's laughable to say 'willingly'. Go to the capital before committees heavily testifying as I have for 8 years, and offer amendments/suggestions to what you oppose. If I consistently made the effort, found the time and spent my gas money--some of you should do far better than me. Now it's harder to make the time since I will be attending to the new regulations.
