At three months you probably will need a callicrate bander or something 
equal.  The size will preclude using the green or black rubberband style.  I have 
found that anytime after birth is fine.  I would prefer to wait 3 or four days 
just to give the little guys a chance to get started in life...   If you make 
sure the band is as low as possible on the scrotum, you should not have a fly 
problem.  If the band is placed high, then the tension on the skin from the 
belly causes the scrotum to fall off prematurely and leave a large open wound.  
This is experience from cattle.  Never had a problem myself, just from 
experience of neighbors.  Personally, I haul my rams to the sale at about 5 months, 
they bring $20 more when intact...
