From today's American Sheep Industry report:

Border to Mexico Open
Approximately two weeks ago, Mexico implemented new regulations that required an additional inspection of live sheep, as well as other species, once the animal entered into that country. Adequate Mexican import inspection facilities were not readily available at some ports, and this prevented live slaughter-sheep shipments.
The American Sheep Industry Association has been informed by the U.S. Department of Agriculture that Mexico has its systems in place and that facilities are being utilized to accommodate these inspections. Therefore, the export of live slaughter sheep from the United States to Mexico has resumed.
