Has anyone heard of skulling? When referring to foot problems?

Also, does footrot also cause degeneration of the hoof itself?

I talked with a woman about her dorpers and let her know I didn't want
any percentage Dorpers with Katahdin blood. She inquired... I explained.
She then told me in extreme wet conditions occasionally you will have a
sheep get "skulling"(an irritation of the foot due to moisture) but it
will not be footrot and won't smell, and the hoof will be normal, not
falling apart like with footrot. Two totally different situations
according to her. 

Anyone know if this is true?
