I don't know how old your baby sheep are but sometimes it takes up to ten days for their pellets to form. They may pass what look like yellow pellets at about three days and this may continue up to day ten.
If the stool is loose and runny yellow it could be that the mothers milk is too rich. See if you can catch them and subsitute warm water in a bottle for a few feedings and see if that helps.I have never tried this but I can recommend a good book for you to get...it has helped me with a lot of sheep questions.
The book is called "Storey's guide to raising sheep".
