Always On Top Toolbar and Windows

	First off I must say I love the always on top windows now (even though 
I still dunno how to get my program to "request" always on top status 
when it start :( ).  I have noticed on thing that I think could use 
change though.

	I know there's a fair number of people who don't use the toolbar, but I 
do (to switch between apps) so I like to have it 'Always on top' wich 
works wonderfully normally.  However if I mark another window as 'Always 
on top' and place it where the toolbar is, it hides the toolbar and I 
can't get it to open up (I also have it auto-hide).  I think a good 
solution would be to make the toolbar be on top of even the 'Always on 
top' windows.  Make it be the topmost window so it's always reachable.

	For now I've been working around the problem by simply leaving a couple 
pixels of the toolbar visible that I can click on which will cause it to 
come to the front.

	Also on an unrelated note, does anyone know if there's a version of 
bbappconf that works with CVS.  I'd like to be able to use it to open 
windows on set desktop's again.
