Toolbar's mini-arrows

Would it make sense this, /not/ to display the mini left-/right arrows of
the Toolbar, when:

** -- there is currently only /one/ Workspace

** -- there is not yet a window, i.e., when nothing is displayed on the 
windowLabel? (I always start with an "empty" bb, e.g.)

There should be n solutions for that, not even too complicated ... I
guess. Would a patch make sense?
