this is my understanding of it:

X is only a display, and has no virtual desktops.  its
just a grey screen with an X cursor, which basically
does nothing.  it just allows you to run other apps
within it.  blackbox is the app.  or any other window
manager.  they control the windows, but they dont
really "control" the background.  they just set an
image or pattern to X's root window.  to have
different wallpapers in each workspace, you would have
to re-set it each time you change a workspace.  of
course this is possible, but it would be horribly slow
and you would quickly realize that it is not something
you want to do.

so in theory i suppose you could code something up to
do it, but its not something you'd want to do :P
