From my impressions of shaleh's goals past 0.65, once NETWM is
implemented, you are going to have less options than you do now. Things
like ToggleDecor are going to hit the chopping block i think, and
nothing beyond what the NETWM spec provides will be supported.

To make my opionion of this known, I think that some blackbox extensions
which be excellent. Extentions such as 'pop up root menu' and an even better
way to play with the window decorations on a per-window basis, insteasd
of just "on or off".
