Here's another vote for scroll lock, which I have never used in Linux.

Historical note: In the olden days when I was running running Borland's 
Sidekick program on my DOS 3.1 system, it had multiple windows (with
borders drawn using the IBM graphics charset no less). No one expected
you to have a mouse. Scroll Lock would cause the arrow keys to move the 
active window around on the screen instead of scrolling the viewport 
within the window.
