Use the Open With... action and select Photoshop in the 3rd pane.
Or Photoshop in the first, Open File... and your file in the 3rd pane. Or create a trigger using this and put the Finder Selection proxy object in the 3rd pane to enable selecting a file in the Finder and then using one key to open it in Photoshop.
