Yes, if you search this forum you will see it has been brought up before. Unfortunately, there doesn't seem to be a real fix for it yet. Here is a workaround:

If you run into this problem, make sure you have QS showing in the menu bar, and you can select the Triggers preference pane directly from that drop-down.
