I'm feeling lack of time actually, but I'll give it a shot when I can. Two things first — can you tell if, when you click on Safari menu bar item, you see an item named Private Browsing, and, if you enable it, does it show a check mark? And, when enabled, is it so for all tabs and windows or just for the one you were at when changing mode?
