Is there a way to make Quicksilver open certain apps at a specified time

Not really. You can tell it to [run something at a specific date and time][1], but it only runs once, and Quicksilver doesn’t remember delayed commands if it gets restarted.

I’d like to see a “Run at Interval…” action and preserve delayed commands across restarts, but I don’t know when that will happen.

You might consider looking at [Event Triggers][2]. For example, if there’s some event that reliably takes place when you want to launch these applications, like connecting to A/C power, you could launch the applications in response to that.

But for launching on a schedule, even if Quicksilver could do it, there are probably better tools out there. Personally, I would use [`launchd`][3], but it looks like you can also do it using [Calendar][4].
