Unless I'm mistaken, this is a new thing. I was told previously that runtime dependencies should be listed in the Configuring section or elsewhere and that the Dependencies section was for build requirements. Now, I don't have a problem with what you've done. In fact, I like it. But, I think this needs to be discussed on blfs-dev.
