#2991: sendmail install-cf uses group bin that might not exist

The Build install-cf step tries to install /etc/mail/sendmail.cf and
/etc/mail/submit.cf with group bin. Group (and user) bin is created in
the portmap install but there is no need to install portmap before
sendmail.
Creating group bin if it doesn't exist should be documented under
sendmail.
I have not checked if any other packages also use bin without ensuring
that it exists.
