/usr/sbin in the mount search path, this would likely not be correct
unless a filesystem requires other programs that are in /usr, in which
case they too should be moved to the root filesystem.
Silly me. I was thinking util-linux and searching in coreutils.
As far as your point about mounting /usr as cifs, I think that it is the
same as any remote mount of /usr. I agree with your comment that any
mount/umount/mkfs/fsck support program should be in /sbin.
