Well, it does hide structure members from public view (probably for
encapuslation). I found this out when I was building TeXLive with libpng
1.5.1.

Also of note, the manual file is now called libpng-manual.txt, not
libpng-<version>.txt.
Additionally, the 1.5.0 tree started with this commit on Feb. 7, 2010 (a
little more than a year ago):
