#3400: Review SVN Server page

Other than a group update by Bruce, the XML update by Manuel and Randy a
several years back, and a couple of spelling corrections and comments
throughout the years by Randy and Thomas, according to svn blame, nobody
has done anything significant that page since I wrote it in July of 2004!
While I'd like to believe my instructions are timeless... ;-) Perhaps
server configuration should be left out of the book? At very least,
somebody needs to validate the instructions, and remove the {,x}inetd
blobs. Same things apply to CVS server. Also, should we have a similar
page for git or bzr?
