#6479: GnuPG 2.1.3: all the openpgp tests fail.

I am building Gnupg 2.1.3 without openldap and with --disable-dirmngr
. All of the opengpg tests fail with "GNUPGHOME not set to the cwd". I
have tried to fix this by setting GNUPGHOME to various plausible values
but nothing has worked yet. This happens in LFS 6.8 and LFS 7.3 . Is
this a reason not to install?
