A cosmetic release to make sure we have a nice branch point for the
3.24 stable branch.

- Add g_autoptr cleanup functions
- Make code base const-correct
- Add backend abstraction
- Make unit-test base on offline mock backend
- Add support for multiple reverse results
- Add a user-agent property to override default user-agent
- Add equality functions to bbox/location/place

It's worth noting that the SBU/Disk Space required for this package have
decreased significantly.
