#10615: Remove qtwebkit and kdewebkit ?

In february I noticed that qtwebkit, which seems to be defunct, only
appears to be used by kdewebkit (which is a wrapper for it). Thread at

But that was a bit close to the 8.2 release. In the thread, Bruce
suggested dropping them after the release, to give us time to identify if
anything did break.
I forgot about this until I was looking to see what uses icu.
