Apparently it should go in

In fact, I _do_ have texmf.conf in the correct place,
/opt/texlive/2019/texmf-dist/web2c/texmf.cnf. No idea why find didn't
return it. Oh, typo in my command.
Now, no reported error, but still did not create an svg file.
