The one I downloaded has the md5sum I used:
ken@origin ~ $md5sum /sources/dvisvgm-2.10.1.tar.gz
45c1ee62723f138996874e51f7625147 /sources/dvisvgm-2.10.1.tar.gz
But one I just downloaded agrees with your change.
A diff shows a lot of changes, including the addition of various
files from 2019, e.g. wrappers for some MS progs, configure,
config.*, ChangeLog and removal of various files including
autogen.sh.
Looks as if there was a fault in preparing the original release
tarball.
This stealth release will NOT build with the instructions I updated.
