Yes, is an XSL problem, and we have two ways to fix it: - To fix the footnote creation when the sect1 isn't a chunk. - To put all sect1 onto their own page. IMHO, the second one is the way to go on BLFS, but that meant that all chapter files must contain some introductory text to not create empty files. Also in preface.xml some para will be needed before the first sect1.
