Because LFS is meant specifically for the whole book to be followed, word-for-word, and every package in the book *should* be installed (unless of course you're an experienced user who knows what you're doing). The same is not true of BLFS. Also, that would likely be a multi-gigabyte-size tar file. Why would anyone want to download that, especially since most people probably don't even use half of the packages in BLFS?
