HAL, for one. Though there are others, IIRC.

Though I do disagree that it is a configuration file. To me, it
is a data file designed to be used across platforms and architectures.

/etc is designed to be host specific. The pci.ids file does not
fit as "host specific".

Though the FHS says directories are recommended in /usr/share, it
is not a requirement.
