Checked out the CVS, it's still the same.
The patch I mentioned works. I converted it to LFS style, and am attaching it.
2 possible solutions:
1. Patch with attached patch
2. sed with
sed -i \
-e 's/^install-data-local:/@HAVE_DOXYGEN_TRUE@&/' \
-e 's/^uninstall-local:/@HAVE_DOXYGEN_TRUE@&/' doc/Makefile.in
