Typically, one would create a 'hint' and submit it to the Hints project.
If any Editor likes the package and feels it belongs in the book, then
he adds it.

Another way is to actually create an .xml file that an Editor could
directly merge into his checked out tree. Of course, some coordination
with that Editor before-hand so that he's aware of your intentions
would probably be in order.
