I downloaded kdebase and looked, and it does want hal, dbus and
dbus-qt3 to build the hal backend for kioslave.

I don't think so. There's nothing in hal that asks for qt specific
bindings. Hal uses the dbus-glib bindings. It's kioslave that uses
dbus-qt3 to talk to hal over dbus.

Interestingly, Fedora takes the old dbus-qt3 code and patches it onto
kdebase. Probably not something we want to get into, though.
